This happens when your file has not been loaded successfully.

If your file has been loaded sucessfully, you'll get a message "Please press 'Start' to download the ready file". Otherwise, an error message will be displayed on screen for a few seconds. Also, you can open the log file "WMDownloader.log" in the directory which Downloader installed, and find out the reason.
